DESCRIPTION:LE POTENTIEL DU CONTINENT AFRICAIN DANS LA STRATÉGIE ACTUALISÉE DE DÉVELOPPEMENT DE LA FÉDÉRATION DE RUSSIE \nAujourd’hui\, les anciens et les nouveaux acteurs de l’économie mondiale se sont engagés dans une course géo-économique et géopolitique difficile pour l’Afrique. La pomme de discorde\, ce sont les ressources naturelles\, les marchés en croissance\, les ressources humaines et la sympathie du continent qui connaît la croissance la plus rapide. Les gains politiques sont également importants dans la mesure où ils contribuent à la coopération économique avec l’Afrique. Les États africains représentent près d’un quart des membres votants de l’ONU et d’autres organisations. Leur soutien est une importante réserve stratégique dans l’arène diplomatique mondiale\, vitale pour l’établissement d’une force conjointe dans le processus de restructuration des institutions\, mécanismes et structures existants de gouvernance mondiale\, changer l’équilibre des pouvoirs dans le monde. Le poids économique de l’Afrique est à la hausse. Au cours des vingt dernières années\, les principaux groupes de réflexion\, agences de conseil et de notation\, banques d’investissement et centres de recherche de divers pays ont déclaré à maintes reprises que le 21ème siècle verra l’Afrique comme la région qui connaîtra le développement le plus rapide\, celle qui définira le modèle et le taux de croissance des pays développés. Cela aura également une incidence sur les questions des matières premières\, des ressources énergétiques et du capital humain. La pénétration des marchés africains et la synergie entre l’Ancien Monde et l’Afrique est une seule et unique option pour que l’Europe conserve son poids géopolitique et maintienne son niveau de vie au 21ème siècle. Pour la Chine\, la Russie et d’autres pays du BRICS ainsi que les Etats-Unis\, les ressources et la géopolitique occupent une place importante dans l’agenda national\, ce qui fait de la coopération avec l’Afrique une nécessité. Ces dernières années\, l’Afrique n’est plus considérée comme une région arriérée à la périphérie du monde. La mondialisation a entraîné une croissance rapide de la taille\, de la diversité\, de l’interconnexion et de l’interdépendance au niveau de l’État et de la population. Il en est résulté un changement dans l’économie mondiale\, les pays changeant de rôle et les inégalités s’estompant à mesure qu’un nouveau modèle économique mondial prenait forme. \nProgramme

DESCRIPTION:POTENTIAL OF THE AFRICAN CONTINENT IN THE UPDATED STRATEGY OF DEVELOPMENT OF THE RUSSIAN FEDERATION \nToday the old and new actors of the world economy have engaged into tough geo-economic and geo-political scramble for Africa. The apple of discord are natural resources\, growing markets\, human resources\, and the sympathy of the most rapidly growing continent. Political gains also matter as they add to economic co-operation with Africa. African states make up almost one forth of the voting members in the UN and other organizations. Their support is an important strategic reserve in the global diplomatic arena\, vital for the establishment of a joint force in the process of restructuring existing institutions\, mechanisms and structures of global governance\, change the balance of power in the world. The economic weight of Africa is on the rise. Over the last twothee years\, major think tanks\, consulting and rating agencies\, investment banks and research centres from a range of countries have repeatedly stated that the 21st century will see Africa as the most rapidly developing region\, region that will define the pattern and the growth rate of developed countries. This will also have a bearing on the issues of raw materials\, energy resources and human capital. The penetration into African markets and the synergy between the Old World and Africa is one and only\, if any\, option for Europe to retain its geopolitical weight and keep living standards on the same level in the 21st century. For China\, Russia and other BRICS countries as well as the US both resources and geopolitics rank high on the national agenda\, which makes it a must to co-operate with Africa. In recent years\, Africa has no longer been considered as a backward region on the periphery of the world. Globalization accounted for a rapid growth of size\, diversity\, inter-connectedness and inter-dependence at the level of state and people-to-people alike. This resulted in a shift in the world economy\, with countries swapping their roles and inequality being fossilized as a new global economic model takes shape. \nSchedule
